Looks to be Vigenere cipher.
Lorum Ipsum is "fake" text used in showing off fonts and such. I found a demo of it, starting with "Lorem ipsum dolor sit amet, consectetur...", but it gets lost after that.
Anyway, that's what I've found so far.

Remarkably enough, this same text has been used since the 1500's, when it first appeared in a specimen book of different font types. The text comes from Cicero, who wrote it in 45 B.C. ...unfortunately there are so many versions of Lorem Ipsum out there it's hard to know which one is right...apart from trial and error.

Jknapp -- I haven't been anle to find a version that goes that way. Mine goes "elit, sed do eiusmod tempor...". This one seems to show up the most often but is obviously not working for me. Where did you find this other version?

also the version that seems to be working so far spells "consectetur" while a lot of the versions spell it with a "eur" at the end

I found a spot in the 3rd letter that seems to correspond to the hint "the ____with ____ _____ adorned even the most innocent of papers..." The three words that fill the blanks have 4, 8 and 4 letters. Wonder if we need to just focus on them?

Gypsyandme, I think you may want to use your 4 letter word in the first position. Then, if what I am thinking is right, you can figure out the third position.
If someone figures out the key to the cipher, please provide info. I have been trying very hard to decipher all the documents and have done pretty well with everyone's help. Thanks :^)

Apparently I don't have a clue then. Just can't come up with any words that would fit the sentence that would come out of the last watchmaker acheivement. Guess my brain is too fried...
Just spoke with ScrapChris off-line and our two half fried brains figured it out. The words have to do with a description of the sign or mark on the forms. Hope that hint helps...
BTW, I wasn't thinking of the right watchmaker acheivement when I was trying to come up with words that fit...

It was a document that Watchmaker pointed you to. In these meeting minutes we learned about the hierarchy of the secret society and how many members were at the top. Hope that refreshes your memory (and it also gives you another hint)...

I got it with gypsyandme's last hint, but it is frustrating to not be able to decipher the documents. jknapp found an initial string that worked, but aside from trial-and-erroring each subsequent word I don't know what to do. Beh. It can't be this hard!
