it seems that the cipher is a rotation cipher, where the amount of rotation = 20-Fibonacci(line)
the Fibonacci sequence = 1,1,2,3,5,8,13,21,
so... the amount of rotation for each line = 19,19,18,17,15,12,7...

Is there anyone out there that may be a geek, but can speak this stuff into everyday speak, this is completely out of my league, have absolutely NO IDEA what was said:

If you want to know more about cryptography, try this site:

As for this "puzzle", I found success via trial and error using the tools at this site (of course, you need to be dedicated to try the various types of encryption, but the tools really speed the process):
Other folks on the Forge team seem to have applied more brains than brute force, but we'll probably all end up at the same place... (i.e. lots of meeting minutes we won't know what to do with.)

inure, yes, it is a rotation cipher (more commonly called Caesar cipher), and the sequence is based on the Fibonacci series, but you haven't got the formula quite right.

RochRach, I so admire that really intelligent sugggestion -but, lol Hmmmmm! Who said I wanted to know anything more about math!!?? LOLOLOL ;-) I dislike math, math games, logic puzzles, word problems and number games. The reason I am doing these games is to try to challenge myself and to gain points for the faction and for charity. I probably will not get further into the watchmaker stuff, just watch from the sidelines on this one. I will be a cheerleader for the rest of you Sherlock Holmes' that are getting deeper into the mysteries of the codes. GO FORGE!!!
That is not a criticism, it is just me! I am a figurative thinker, not a logical/literal one. Creatives often are if they work with kids, non-profits, charities, in the arts, etc. Can't play chess, but love Scrabble.
I LOVE Crosswords, Jigsaw puzzles, the maptitudes and quizzes arent bad, I really love the scavenger hunts, the helpful way that we have all come together in one unit for a common cause, I have enjoyed the individual challenge of the recipe run and the photo challenge, The photosynth I could not do. So onward and upward, I am so proud of our teams for reaching for and holding on to the second place this week, we might even have a chance at first in the coming weeks! A couple weeks ago when picture the impossible first started, we had a festival in my town, in which a foodlink guy dressed up as a can with sunglasses passed by. I snapped a pic thinking I could get bonus points for the forge. It will help a lot in the support your charity challenge! But That cipher wasn't too hard with the rumkin link I found!(Fibonacci numbers are cool! They are often found in nature! 1,1,2, 3, 5, 8, 13, 21, 34... I got most of my awesome puzzle solving skills from the book Chasing Vermeer by Blue Balliett. It talks about ciphers and fibonacci, plus it a quick read and wrapped around a good mystery!

oops, you're right.
the typos were from my Perl program rotating the punctuation as well as the letters!
and yes, i typoed the formula above. There is no "20-"

Does the decoding lead to an achievement or multiple achievements? I figured out how to decode each of the 2 sets of documents, although I can only decode one line at a time. Did you all find this to be the case too? It's a lot of time wasted if this decoding is a red herring.

Delos, I think that since this is an alternate reality game, the documents are there to create the story of the game, which may or may not lead to points.
One way to save time if you are geeky is to write a computer program to do the decoding for you. I used Perl.
