Clothesline Festival codes

Looks like one of the puzzles will be to get some sort of codes at the Clothesline festival. At least that's what an article on the D&C site says:
"Play begins this weekend with newspaper puzzles Saturday and Sunday and local challenges including a scavenger hunt, a search for special codes at the Clothesline Festival and a mission to photograph the horses that were on display at Rochester’s 2001 Horses on Parade."
Unfortunately, the organizers at Clothesline vetoed our plan to have characters with code cards at the festival.
Instead, we'll have faction representatives located at various places along the week 1 scavenger hunt route, which takes you through the Neighborhood of the Arts adjoining the festival. Our people will be there the same hours the festival will be open.
The faction reps will be wearing white t-shirts with the faction logo on them. If you spot one, ask them for a code card.
